Biography

Two decades as a physician executive and forensic psychiatrist.

Dr. Jones is a board-certified forensic and general psychiatrist based in Portland, Oregon. He holds a Diplomate certification from the American Board of Psychiatry and Neurology in Psychiatry and in the Subspecialty of Forensic Psychiatry, and is licensed to practice medicine in 49 states and the District of Columbia.

He has spent most of his career as a physician executive. He has held chief medical officer and senior medical director roles across public agencies, academic and community health systems, national managed care, and venture-stage healthcare, with responsibility for clinical strategy, quality and safety, utilization management, regulatory compliance, and medical staff leadership. He completed an Executive MBA at Northwestern University's Kellogg School of Management in 2020 and was named one of Poets & Quants' 100 Best and Brightest Executive MBAs that year.

In the public sector he was Chief Medical Officer of the Oregon State Hospitals, where he directed medicine, psychiatry, psychology, social work, and pharmacy across three facilities and more than 700 beds, and Chief Medical Officer of the District of Columbia Department of Behavioral Health, a $277 million agency. Earlier, at Saint Elizabeths Hospital in Washington, D.C., he served as Director of Psychiatric Services and as Medical Director of Forensic Services. In both systems he led the clinical work of achieving compliance with United States Department of Justice settlement agreements.

In the private sector he was Chief Medical Officer for Behavioral Health at Banner Health, leading clinical strategy, quality, and utilization management across acute care facilities in six states, and Senior Medical Director for Specialty Care at Optum, where he built behavioral health and neurocognitive programs spanning 40 state markets and more than one million members. Since 2024 he has been founding Chief Medical Officer of Colla Health, which embeds collaborative care psychiatry into community oncology practices.

Dr. Jones has taught forensic psychiatry continuously since 2008. He was Associate Director of the forensic psychiatry fellowship at Georgetown University Hospital and an Assistant Professor of Clinical Psychiatry at Georgetown University School of Medicine, and has been a faculty member at Oregon Health & Science University since 2015, where he is a Clinical Associate Professor of Psychiatry. He has taught mental health law, expert witness practice, and leadership seminars to forensic fellows for more than fifteen years, and has served as a peer reviewer for the Journal of the American Academy of Psychiatry and the Law since 2020.

He has been qualified as an expert in psychiatry in state and federal courts, including testimony in United States District Court.
